Each team will be drafting 16 players (from this point forward, all references to players will mean players or team defenses) and will have $10M budget for purchasing players. The minimum bid for a player will be $0.1M and bidding increments will be $0.1M. At least $0.1M must be allocated for each of the 16 roster positions.
The auction will be similar to an eBay auction format in that each team owner can submit a bid equal to the highest amount he is willing to pay for a player, but he will only have to pay an amount equal to or 0.1M more than the 2nd highest bid. The initial bid on a player will be recorded as .1M regardless of the amount bid until another bid is submitted. If the second bid exceeds the actual amount (not the listed amount) of the original, then the second bidder is now the top bidder at a listed amount .1 greater than the original. If the second bid were less than or equal to the original bid, the first bidder is still the top bidder at a list price equal to the second bid.
An example of bidding for a player is shown in the table below. The last listed bid is the sale price.

There are basically 3 steps in the auctioning of a player. They are player submittal, bidding, and sales. A player must be submitted by a team to be put up for sale. Then bids will be taken on that player for a pre-determined period of time. That player will then be sold at the designated sales time. The schedule with the sales time for each player that has been submitted is posted under the Sales Schedule link on the auction activities page. There will be a daily auction session during which the submittals and sales are processed.
The first session will consist only of a round of submittals (a round consists of a number of submittals that equals the number of teams in the league) of players to be sold the next day. Each player will be up for sale for a 24 hour period after the submittal. There will be one round of sales and submittals in sessions 2-8. As soon as a player is sold, the next submittal is processed. Session 9 will consist of one round of sales and two rounds of submittals, with the second round of submittals continuing after the first round. Two rounds of submittals and sales will be processed in the each of the remaining sessions.
Player Submittals
Players will be submitted for bid by teams according to a submittal schedule. The submittal schedule for the next session will be posted as soon as a session is completed. Teams must submit players for bidding in advance of their scheduled time. Each team will have a submittal list to which it submits players. The team can submit as many players to this list as desired using the link 'Submit new player for bidding'. Players can also be removed from a team's submittal list at any time prior to the processing of a player's submittal. Players should be submitted to a team's submittal list in the order that the owner would like to see them submitted for bidding. When submitting a player to its list, the team must also submit a bid for the player. Bids can be made with qualifying limitations as defined below in the section regarding bids. The team also must select whether or not this bid will count if this player is submitted by another team, with the default being that the bid counts regardless of which team officially submits the player. As a player is added to a team's list, he is also added to the league's submittal list.
There will be a draft/submittal order with designated times for teams to submit players. While a team can add players to its list at any time, the actual processing of the submittal of player to be auctioned will be made in draft order at the scheduled time. At the designated time for a player submittal, if the scheduled team has a player on its submittal list, then the first player on its list is submitted to the league's bid list and will be up for sale. All teams' submittal lists will be checked for bids on this player, and all qualified bids will be recorded. When a player is put up for sale, the sale time for this player will be posted on the Sales Schedule. If the scheduled team does not have a player on its submittal list, teams will be selected to be the submitting team based on a rotating schedule in order of team number. This process will be initiated randomly, but will continue in team number order for the remainder of the auction. If there is no player on the submittal list with a qualfying bid, the submittal would be skipped and no player will be sold during the corresponding sales window during the next session. It is definitely advantageous to have several players on your submittal list. In the case of equal bids, the first bid would be the winning bidder. The team scheduled for the submittal is always considered to have the first bid for a player at time of submittal. All other bids that were on other teams' submittal lists will be taken in chronological order. In phase 2, it will often occur that the submittal bid is the only bid for a player. So, not having a player on your list at the scheduled time of your submittal will be equivalent to missing a pick in a normal draft. As teams start to run out of money in phase 2, it would be wise to submit every player for which you are willing to bid more than the minimum bid to your list in the order in which you would want them.
At the end of each day, adjustments will be made to remove teams that have full rosters from the remaining submittal schedule. So your submittal schedule for the next session can change each day from what was previously posted.
Since owners will be submitting players to the bid list 24 hours before the player is to be sold, there are several team settings that can be set prior to the start of bidding or at any time a team does not have the high bid on any player up for bid other than the next player for sale. These set levels for the number of players that can be bought or the maximum a team wants to spend by position. This will allow a team to place bids on several players at the same position without having to worry that it will buy more players or spend more money than wanted at that position.
In addition, teams can set qualifying limits on each bid. A team can limit the pre- and post-sale balance on a bid. For example, if the pre-sale limit for a bid was set to $9.0, then this bid would be deleted if the team's balance drops below 9.0 prior to this player's being sold. A team could set the post-sale balance for a player to 8.0, and the most it could pay for that player would be the difference in its balance and 8.0. Thus, if the team had bid 1.8 for a player and then bought another player that reduced its balance to 9.0, the bid would be reduced to 1.0 to guarantee that the post-sale balance would not be less than 8.0. Teams could also set pre- and post-sale levels for expenditures or the maximum number of players already purchased at the position of the player. There are no requirements to change any of these settings, but a team could end up with more players than it wanted or spending more than it intended at a position. Of course, all teams could wait until the period that a player is on the board to be sold to place any bids. None of a team's position or balance limits will be applied to bids that are placed when the player is next up for sale. That is, if a RB is currently on the board as the next player to be sold, and you bid 2.0 which would exceed your team setting for spending at RB, the bid would still be processed as you submitted it.A team can bid the amount it is willing to spend for a player at any time, but the sale price will only be the amount required to win the bid. In keeper leagues the actual bid amount may determine the number of contract years for a player and enforce a minimum first year salary (sale price) slightly higher than the winning bid amount.
The current bid displayed for a player will be based on bids that are in place at a given time. It is important to remember that bids are not firm until a player is actually the next player to be sold. Until that time, a team should still bid the price it is willing to pay for a player even if it is less than the current bid, as other bids may be deleted. The top bidder for a player will not be displayed until that player is next for sale. At that time all bids are final and will not change. If bidding from the live bidding/tracker page, you can place bids on the player on the board that exceed your team settings. As an additional security measure to protect teams from buying more players at a position than they want, a team can delete any bid that is not the current high bid for any player at anytime prior to that player's being moved up to the player currently on the board to sell.
Sales
Each submittal will have a 24 hour interval before the sale closes, and actual sales will not occur until the second session of the auction. Then there will be a live auction session every night starting with 2nd night. Sales will take place in 5 minute intervals for the first 8 rounds of sales. After that the sales will take place in 3 minute intervals. With each sale another player is moved from the submittal list to the bid list if there are players remaining on the list and the submitting team has not yet filled its roster.
When a player is sold, all bids of the purchasing team for players on
the bid list will be checked to assure that they are still valid bids within
the limits set. Sales can either reduce the value of or totally eliminate
some other current bids based on the team settings by position or individual
bid settings. (e.g.; A team has already bought 3 RBs and has set a max
of 4 RBs be purchased. After purchasing its 4th RB, any other bids on RBs
currently on file will be deleted.)
