II The cost is $25.00 per team, and is payable before the day of the draft. The distribution of the total prize fund is contingent upon the number of teams playing, and will include payoffs for weekly and overall season winners, plus a post-season playoff of top teams in the head-to-head competition. Trades can be made at no cost. A statistics software package will be used this year; the season subscription to the stats service is $???. A web site service will also be used for the distribution of team stats on a weekly basis; the price of this service is $??? for the season.

III The draft order will be determined by draw. The order will be reversed with each round, (for example, the team with the first pick in round one will pick last in the second round, then first again in the third round, etc.).

IV A total of 25 players will be needed for each team; 19 players as designated to be the weekly lineup will accumulate points, while 6 players will compose a reserve team (no points accumulated). The team “owners” will draft players by position per the following chart:

RESERVE TEAM (ANY POSITION)

Players may be drafted in any position sequence; a reserve player may be drafted before the starting team positions are filled.

A player qualifies for a position if he has played at that position for a minimum of ten Major League games during the 1999 season. Exceptions to this rule may be petitioned during the draft. During the season, a player is eligible for a given position after a minimum of five games played at that position.

Each starting pitcher must be in the starting rotation on their respective Major League team, and have started a minimum of five games during the 1999 season. Exceptions to this rule may be petitioned during the draft. A relief pitcher is any other Major League pitcher not in a starting rotation. During the season, a relief pitcher is considered a "starter" after he has made three starts, and is therefore ineligible as a reliever; such pitchers must be removed from the starting rotation on the first transaction date after his third start.

Designated hitters may be selected from any offensive position, (including American League DH). First/Third Utility players must play either first base or third base for their respective Major League team; Second/Shortstop Utility players must play either second base or shortstop.

The draft will end when all positions are filled. Players not chosen during the draft will be considered "free agents". Changes to drafted team line-ups must be reported by noon, Monday April 4; all weekly transactions thereafter must be reported by NO LATER THAN 8:00 PM each Sunday, (see Paragraph V).

V Transactions will be recorded once per week. An unlimited number of roster moves may be made each week, to include free agent acquisition: The teams with the lowest record get 1st choice, then you can pick up as many as you want.1st come 1st served.

In order to bring a "free agent" to the starting roster, he must spend a minimum of one week on the reserve team - i.e., it takes TWO transaction periods to place a free agent up to the starting roster.

The stats will be downloaded by computer from the stats service each Monday morning, based on a Monday through Sunday stat week. Therefore, all transactions must be reported to me paul1183@aol.com (or 719-634-0945), Robert Smith or Ken Delahoy by NO LATER THAN 11:59 PM ET SUNDAY each week in order for player stats to begin accumulating that Monday. Statistics for player transactions reported after this deadline will not take effect until the next week.

Free agents claimed by more than one team on Monday (or prior to Monday) during a given week will be awarded to the lower-placed team as determined by that Monday's statistics report. Free-agent claims made during the remainder of the given week (Tuesday through Sunday) are first come-first serve.

Each transaction must result in a complete roster as listed in the position chart; team line-ups must always correspond to the player positions listed in the position chart.

Trades are subject to the approval of a majority vote of team owners not involved in a questioned trade; in case of a tie vote among the owners, the trade is voided.

The last day for team trades is ???. The last day to claim a free agent is ????, all transactions following that date shall involve reserve call-ups only.

VI Player statistics are based on the weekly starting line-ups, and will be tallied on a weekly and cumulative basis as reported by the stats service. Weekly updates will be issued to each team. Team points will be awarded in each of the following categories:

OFFENSE STATISTICS
PITCHING STATISTICS

Batting Average
Earned Run Average
Home Runs
Wins
Runs Batted In
Saves
Stolen Bases
Strikeouts
Runs
Ratio of hits and walks per inning pitched (WHIP)
Walks
Innings Pitched

Based on 14 teams, the leading team in each category receives 14 points, 2nd place receives 13 points, 3rd place receives 12, and so on down to last place with 1 point for each category.

Rotisserie stats will be available for review on an internet web site. If you do not have access to the internet, notify Mark at the draft in order to arrange alternative reporting methods, (fax, US Mail, etc.).

VII Head-to-head statistics will also be kept.

A winner in a head-to-head contest is determined by the team with the most category wins versus their opponent in a given week. Head-to-head match-ups each week are based on a schedule to be determined after the draft. In the event of a head-to-head tie, the win will be awarded to the team with the higher Rotisserie points accumulated that week against the rest of the league.

VIII Team owners must communicate with other team owners on an ongoing basis. If a team owner becomes a hermit or does not otherwise communicate their existence, THEIR TEAM COULD BE SUBJECT TO A DISPERSAL DRAFT, AND ALL WINNINGS FORFEITED!!!! So keep in mind that whether or not you wish to make changes to your roster, you must at least communicate with the rest of the league!!!!

IX Future Franchise Designations

This league has been designated as a keeper league for future years. Prior to the start of each season, each owner will designate five players to be kept as franchise players for the next season. Owners may  only keep 1 player per positon.Players had to be drafted (and not released) the previous year to be designated as a franchise player. Any player selected as a free agent may not be designated. Players received via a trade may be retained as long as that player was not previously selected as a free agent by another team.
