There is a cap on total player salaries in this league. The salary cap during the drafts will be $21.50. The cap for total team salaries during the draft will be in effect from the keeper designation deadline through the completion of the draft. Players can have their contracts renegotiated and extended with an increase in salary. Contracts may not be extended unless there is at least one year remaining. In order to retain players whose contracts have expired, teams may place a franchise, transitional and restricted free agent designation on a player and declare him as a keeper.
Each team may designate 1 player with the franchise player tag. Any player with an expired contract who would otherwise be eligible to keep may be designated as franchise player. Franchise players will be assigned a salary of the maximum of the current salary plus 15% and average of the top 5 players at the player's position (salaries from prior season). The designating team will only sign the player to a one-year contract.
Each team may designate 1 player with the transitional player tag. Any player with an expired contract who would otherwise be eligible to keep may be designated as transitional player. Transitional players will be guaranteed a minimum salary of the maximum of the current salary plus 15% and average of the top 10 players at the player's position (salaries from prior season). Players receiving the transitional player tag will be available in the free agent auction for bidding from all other teams. The assigned minimum salary is the minimum allowed bid for the player. The designating team will not bid on the player but can submit the player to the auction sales on his turn. Any other team can also submit the player for bidding. The owner will be able to retain the contract of the designated player by matching the highest bid. The owner must submit the highest bid to be matched prior to the sale deadline. The designated minimum salary will be assigned to the designated player for the designating team if there is no bid at least matching the minimum salary required. Designating team must save roster slot for designated player until the player is sold. Player will be automatically submitted for bidding on designating team's turn if no additional roster slots are available. The designating team's bids on other players will be deleted if there are additional available roster slots. Designated player will receive normal auction contract if purchased in the auction. If there is no bidding for the player, the designating team will only sign the player to a one-year contract. If the designating team elects to not match the bid, the team will receive compensation of 2 draft picks from the team with the winning bid.
Each team may designate 2 players with the restricted free agent tag. To be designated as restricted free agent, a player's current contract must meet the following criteria :

Free agents may not be dropped in the same week in which they are acquired.
Free agents may not be picked up by another team in the same week in which they are released.
There is no additional charge to owners for selecting free agents in this league.

The process will take place each week starting in Week 1. Bidding will open Tuesday 12:00 AM ET. The period for submitting new players for bidding will close Thursday 5:00 PM ET. Weekly sales will finalize Thursday 9:00 PM ET. Bidding will be in ebay-style format. Teams can bid what they are willing to pay, but they will only be required to pay the amount required to win the bid. The team with the highest bid will win the rights to the player. In the event of a tie for highest bid, the bid submitted first will be the winning bid. Each team will be able to buy 1 free agent each week. Players are processed for sale in decreasing order of bid. The minimum bid for a free agent will be 0.10 and all bids will be made in 0.10 increments. The player will be keeper eligible. A player may not be released from a team's roster if he has starting status. He must be removed from the lineup first.
Teams may submit trades online. Trades will not be processed until all teams involved have confirmed the trade. The trade will not be finalized until it is approved by the league commissioner. Trades will not, however, require commissioner approval from the time the draft opens until it is completed. However, these trades may still be reviewed and overturned during or after the draft.
Trades can be unbalanced in terms of player values, but team salary values for all teams must remain at or below the cap. There will not be any automatic adjustments to auction budget (teams restricted by both budget and cap).
No trade can be completed which results in one team having more players than the maximum roster size. All players will have to be removed from the starting lineup before they can be submitted for a trade.
Players can be traded for next year's draft picks. However, next year's fees must be paid in advance prior to trading away future draft picks.
Trades can be made at any time. No trades may be completed after Week 10.
Players on any team's roster can be traded prior to keeper designations.
This league will have a free agent auction and then a draft with a normal draft format every year. Each team must have 20 players on its roster at the end of the auction.
After the first year, this league will have a rookie draft between the free agent auction and draft. This draft will consist of 3 rounds. There will not be a rookie draft in the initial year. After the initial year the rookie draft order will be in reverse order of finish from the prior season, with fantasy bowl runner-up and champion selecting in the last two positions respectively. After the first year, the rookie draft will have the same order for every round.
Each team will have 2 minutes to select once it is on the board to select. If a team does not enter a selection in the time allowed, then the draft program will automatically select for the team if the team has entered its own player rankings for the program to use. If a team has not entered a ranked list, then the team can make a selection at any time until the end of the draft. See FFLeagues' Dynasty Rules for rookie draft contract values.

Each team must have 20 players on its roster at the end of the draft. The draft will last until all teams have completely filled their roster.
Each team will have 900 minutes to select once it is on the board to select. However, each team will be limited to a total of 1500 minutes for the entire draft. Once this allotment is exhausted, a team will be allowed 60 minutes for each selection. If a team does not enter a selection in the time allowed, then the draft program will automatically select for the team. Each team can enter its own player rankings for the program to use it making automatic selections. If there is no ranked list on file for a team, then the site list will be used.
Trading of future draft picks is allowed during the draft. Fees for the next year must be paid in advance to trade away future draft picks.
